What happened
Rangoon, August 19: A telephone message from Pegu states water is going down. Approximate estimate has been created of rice in the town and there is no danger of a general shortage of food; but a certain number of residents are running short in their houses and arrangements are being created to distribute to them, the main difficulty is transport.
Four first class passengers who were stranded at Payagi had reached Pegu and proceeded to Rangoon. Both the Hon'ble Ministers are still (last night) at Payagi. There is no news from the other towns further up the line (Pyuntaza Daiki etc) as the telegraph line is apparently broken.
The bottom line
Taken together, the developments around a hundred years ago point to a situation that is still moving, and the coming days should bring more clarity.
