ISLAMABAD – The Capital Development Authority (CDA) has directed all sponsors of private housing schemes and projects in Islamabad to prominently display their approved layout intends (LOPs) and keep the information updated to prevent misrepresentation and fraud in the housing sector.

In a letter issued by the CDA Planning Wing on Thursday, the authority maintained that the directions were issued in light of observations conveyed by the National Accountability Bureau (NAB), Islamabad/ Rawalpindi, regarding the representation of approval status by sponsors and developers. According to the CDA, housing scheme sponsors and developers have been representing the approval status of their projects incorrectly by either not displaying approved layout intends or presenting outdated or unapproved aims to the public. The authority remarked such practices could mislead prospective buyers and cause financial loss and hardship to the general public.

In practice, the CDA has directed housing schemes to upload their approved layout intends on their respective official websites and regularly update them. It has further ordered that approved layout intends and the current status of all sites and booking offices be prominently displayed at reception areas. The authority has additionally produced it mandatory for the display to include a QR code linked directly to the official website, enabling prospective buyers to access detailed and updated information regarding the housing project. The CDA remarked the initiative is aimed at enhancing transparency, protecting public interest and preventing illegal or unauthorized housing practices. It directed the relevant Planning and Enforcement Wing to ensure implementation of the instructions and submit a compliance report to the concerned bureau. The CDA has additionally produced clear that allotment letters issued by sponsors should not be considered valid unless they are vetted by the concerned Director (Planning) or an officer not below the rank of Director (Planning), specifically authorized by the Member (Planning & Design), CDA. Furthermore, the relevant Directorate of the Planning Wing, through the MIS or ERP system, will ensure that only plots falling within the approved layout plan of a housing/ farm housing or commercial scheme are allowed to be allotted or transferred.
