Notably, the Punjab Agricultural Marketing Regulatory Authority issued the notification on August 13, approving a new schedule of market fees to be levied and collected by Market Committees on the sale value of agricultural produce transacted in public markets. For context, the notification sets different rates for individual crops and products based on their five-year average market rates. For example, the fee rate is 0.014 percent for Badana pomegranate, 0.020 percent for Thailand ginger, 0.041 percent for Anwer Ratol mango, 0.043 percent for rapeseed and 0.062 percent for lady finger.

While pistachios and almonds are subject to rates of 0.002 percent, among the products listed in the notification, green cardamom carries a market fee rate of 0.001 percent. The notified rates additionally cover a broad set of vegetables, fruits, pulses, spices, nuts and dried products.

In practice, the notification covers produce ranging from common crops such as potatoes, turnips, onions, peas, chillies and rice to higher value products including saffron, cardamom, pistachios, almonds, walnuts and other dry fruits.

Importantly, the notification describes the charge as an ad valorem market fee, rather than a general tax imposed directly on farmers for bringing every crop to market. The fee is linked to the sale value of agricultural produce transacted through public markets.

Notably, the new schedule has been issued under Section 15E of the Punjab Agricultural Marketing Regulatory Authority Act, 2018, and Regulation 25 of the Punjab Market Committees Regulations, 2026.
