CDA Orders Sealing of Housing Scheme Over Unapproved Development

After finding that development work was being carried out without required approvals, the Capital Development Authority (CDA) has ordered the sealing of the site and management offices of Islamabad Green Paradise in Zone 04 (D), Koral.

In practice, the directive was issued by the CDA Directorate of Regional Planning on Sept. 2, 2026. The authority remarked the housing scheme had kicked off development without an approved Layout Plan (LOP) and a No Objection Certificate (NOC).

In practice, the authority remarked it had previously served notices and show cause notices on the scheme on May 16, 2022 and Jan. 7, 2026. The notices directed the sponsors to stop development, marketing, sale and purchase, allotment and transfer of plots and remove unauthorized works and structures.

CDA remarked the scheme had still not obtained the required approvals despite the notices and show cause proceedings.

Under CDA regulations, offices applied by advertisers, sponsors, operators, consultants, contractors, real estate agents and marketing partners of unauthorized housing schemes can be sealed when development or marketing is carried out without an approved layout plan, NOC or building aims.

After the proceedings, the Directorate of Regional Planning asked the CDA Directorate of Enforcement to seal the marketing and site offices of Islamabad Green Paradise. The action was approved by the Director General of Spatial Planning.

CDA has additionally sought the removal or demolition of illegal works, buildings and structures in the scheme in coordination with the Building Control Directorate.
