Under Valuation Ruling No. 2108 of 2026, the Directorate reviewed the previously determined customs values under Valuation Ruling No. 819 of 2016, which was issued more than a decade ago.
For context, the Directorate remarked a fresh valuation exercise was necessary in view of prevailing international costs, current import trends and other relevant factors. Notices were issued to relevant stakeholders and importers to allow them to present their views and provide supporting documents.
While their declared import values were higher and reflected current international market costs, during consultations, importers argued that the existing customs values were below prevailing international rates. They requested that the values be reassessed using import data from the previous 90 days and current international cost trends.
Meanwhile, the Directorate subsequently asked importers to submit supporting documents, including invoices, contracts, cost lists and other verifiable evidence for consideration during the reassessment.
After applying the prescribed valuation methods in sequence, the Directorate determined the new customs values under Section 25(9), read with Section 25(6), of the Customs Act, 1969, based on the most appropriate and reliable information available on record. Stay Connected with ProPakistani.
