Cement rates in Pakistan's North region have climbed by Rs. 25 to Rs. 30 per bag against the backdrop of higher coal and diesel costs, according to Topline Research.

In practice, the cost rise comes as cement demand additionally indicates signs of improvement. Local cement dispatches are projected to rise 2 percent year over year to 3.62 million tons in September 2026, based on actual dispatch data for the first 20 days of the month, according to Topline.

Local dispatches are projected to rise 10 percent month over month in September, with sales in the North projected to rise 11 percent and those in the South by 8 percent. The growth in the North follows weaker sales in August due to the monsoon season.

South region dispatches are projected to rise 26 percent year over year, mainly as of a low base in September 2025 when floods affected sales. Average daily domestic sales in the North rose to concerning 110, 000 tons in the third week of September from 102, 000 to 105, 000 tons per day during the first two weeks. South region sales remained around 21, 000 to 23, 000 tons per day.

Cement exports are projected to rise 6 percent year over year and 17 percent month over month to 0.88 million tons in September. Total cement dispatches are therefore projected to reach around 4.5 million tons, up 3 percent year over year and 11 percent month over month.

While local dispatches are projected to rise 6 percent to 10.67 million tons, for the first quarter of fiscal year 2027, total cement dispatches are projected to reach 13.02 million tons, up 3 percent year over year. Cement capacity utilization is projected to reach 51 percent in September, compared with 50 percent a year earlier and 47 percent in August.

Average retail cement rates rose 10 percent year over year to Rs. 1, 550 per bag in September from Rs. 1, 408 a year earlier, according to weekly Sensitive Cost Indicator data from the Pakistan Bureau of Statistics. Rates were broadly unchanged month over month.
