Notably, a fifth missing woman may now be linked to a Philadelphia home at the center of an investigation into what may be a serial killer, according to new information from police.

Nicole Amanda Fusaro, 27, who disappeared in July 2018, was last seen in the city's Kensington neighborhood and has been tied to the case, her cousin, Jonathan Halloran-Koren, informed USA TODAY on Wednesday, Sept. 16.

For context, the investigation, which involves local and federal authorities, including the FBI and DEA, centers around a home in the city's Olney neighborhood owned by Eugene Horsch, 44.

Horsch was arrested on June 19 by National Park Service (NPS) police on drug and firearm charges, court papers reviewed by USA TODAY show, prompting the broader investigation. His late father, Raymond Horsch, additionally lived in the house before he died in 2025.

"I have met with detectives of the homicide unit of the Philadelphia Police Department who confirmed that my cousin Nicole Fusaro is in fact a victim of Ray Horsch, " Halloran-Koren remarked Wednesday.

Eugene Horsch was taken into custody at the beginning of the investigation in June on weapons and narcotics charges, before federal prosecutors took over the case. He is due in court on Nov. 3 for a hearing on those charges, online court records show, and remained in federal custody on Sept. 16. USA TODAY has reached out to his attorney.

So far, no remains have been recovered in what the city's police commissioner called "a disturbing case" during a Sept. 16 news conference.

While enforcing a search warrant last month, investigators recovered more than 1 million pieces of evidence from the house, including photos, videos and other items. Some of the media show multiple women – a number of of whom have been identified by police – alive, and afterwards dead.

Investigators executing the search warrant last month discovered a "homemade laboratory of some kind, " as well as five urns believed to contain human ashes, Philadelphia polic e Deputy Commissioner Frank Vanore stated to journalists during the news conference.

For context, the evidence includes "tons of pictures of lots of people, women, posed in different positions, " Vanore remarked, adding that 30% of the digital review had been completed as of Sept. 16. Some of the evidence demonstrates two women who appear to be dead, Vanore stated.

Authorities previously identified two other missing women linked to the case as Blair Tonzelli. This person disappeared in 2023, and Amy McHale, who disappeared in 2016 and was married to Ray Horsch.

Another confiscated video depicts a female and Ray Horsch undressed, Vanore remarked, and Horsch then appears to apply a zip tie to render her unconscious.

It was not immediately known whether Eugene Horsch is a suspect in any crimes other than those he has already been charged with.

In all, 58 individuals were identified in the images – four of whom appear to be lifeless and a fifth who Vanore stated had not yet been identified. Investigators determined that 10 overdosed and were discovered "at other homes."

Philadelphia Police Commissioner Kevin Bethel remarked to journalists the agency has been notifying victims' families and stated there was no current threat to the community.

Investigators remarked they will continue to review the remaining digital images in the case. It remained under investigation on Sept. 16.

Notably, the police commissioner asked the public for patience and remarked updates will be provided as investigators produce them available.
