TVA is seeking public comment on the potential environmental effects of constructing, operating, and maintaining a proposed 200-megawatt solar facility and up to 400-megawatt battery energy storage system (BESS) pursuant to a Power Purchase Agreement (PPA) with Hope SB, LLC.
In August 2026, TVA remarked it completed an Integrated Resource Plan (IRP) and associated Environmental Impact Statement to evaluate the long-term demand for power in the region, the demand side and supply side resource options available for gathering that demand, and the potential economic, operating, and environmental impacts of those options.
That IRP identified the various resources that TVA intends to employ to meet the energy needs of the TVA region through 2040, consistent with its least-cost planning obligation and continuing to deliver reliable, resilient, and affordable energy while remaining environmentally responsible.
As well as up to five gigawatts of storage capacity through 2040, depending on the level of load expansion and other factors, the IRP recommended the expansion of solar generating capacity up to five gigawatts.
TVA remarked the PPA with Hope SB would provide cost-effective renewable generating and storage capacity in response to customer demands and aligns with the IRP over a 20-year agreement.
