SCOM ranked first throughout all major mobile network quality categories in a Pakistan Telecommunication Authority (PTA) quality of service survey covering Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan (GB) in the second quarter of 2026.

PTA assessed voice calls, SMS, mobile broadband download and upload speeds, latency, webpage loading, and 4G coverage. As the report notes, the exercise included approximately 4, 100 voice calls and SMS messages and 3, 960 mobile broadband samples.

In practice, the report uses "N/A" where a service was unavailable, or no result was documented for a particular location.

SCOM ranked first in 4G network coverage after session the survey's signal-strength requirement in all six areas.

Telenor, Ufone and Zong shared second place, with each session the requirement in all four areas where their 4G results were available.

Jazz met the requirement in three of its four tested areas but failed in Astore. Its recorded 4G signal confidence level there was 46%, below the 90% threshold.

In Gorkot, only Zong and SCOM had documented 4G results. In Rattu, only SCOM had a documented result.

Jazz recorded 2.9 Mbps in Astore, below the report's 4 Mbps download benchmark. The report provides upload-speed figures only for Muzaffarabad.

SCOM ranked first at 21.5 Mbps, followed by Zong at 19.6 Mbps, Jazz at 6.4 Mbps, Ufone at 5.2 Mbps, and Telenor at 3 Mbps.

All five operators exceeded the report's 1 Mbps upload benchmark in Muzaffarabad. The other five surveyed areas are marked N/A in the upload table. Consequently, the upload-speed rankings apply only to Muzaffarabad. Latency and Webpage Loading.

SCOM was compliant in all six areas for both latency and webpage loading, ranking first in both categories.

Ufone ranked second in both categories, with three compliant latency results and four compliant webpage-loading results.

Telenor and Zong each recorded two compliant results in both categories and shared third place.

Jazz ranked fourth for latency after recording one compliant result and three non-compliant results. It additionally ranked fourth for webpage loading, with three compliant results and one failure.

For voice service, PTA assessed network accessibility, call setup success, call connection time, call completion, and voice quality.

SCOM complied with all 30 measures assessed throughout the six areas and ranked first.

Zong and Telenor each complied with all 20 measures assessed for them and shared second place.

While Jazz recorded 18 compliant measures and two failures, ufone recorded 19 compliant measures and one failure.

Meanwhile, the report recorded call connection times above the permitted 7.5 seconds for Jazz and Ufone in Astore.

It additionally demonstrated a 96.96% call completion ratio for Jazz in Lower and Upper Plate, below the report's benchmark. For SMS service, PTA assessed message success rates and delivery times.

While Zong complied with all 10 and ranked second, SCOM complied with all 12 assessed measures and ranked first.
