Mississippi's senior U.S. Senator and chairman of the Senate Armed Services Committee outlines Ukrainian President Volodymyr Zelenskyy's offer to suspend Ukrainian strikes on Russian petroleum.

Fresh off of a trip where he led a congressional delegation to Kyiv, U.S. Senator Roger Wicker (R) took to social media Sunday to publicly urge President Donald Trump (R) to create a agreement with Ukrainian President Volodymyr Zelenskyy. Senator Wicker leads delegation to Ukraine, meets with Zelenskyy.

In practice, the senior Mississippi Senator and chairman of the Senate Armed Services Committee outlined Zelenskyy's offer to suspend Ukrainian strikes on Russian petroleum, writing.

Fact 1: President Trump wants Ukraine to stop attacking Russian petroleum infrastructure.

Fact 2: President Zelenskyy wants access to U.S. Targeting assistance to stop Russian missiles from being introduced at Ukrainian civilians from inside Russia.

Fact 3: President Zelenskyy has agreed not to hit Russian petroleum in exchange for this targeting assistance.

Fact 4: President Trump can lower rates at the pump today by simply agreeing to this agreement!

Senator Wicker then wrote, in all capital letters, "MR. PRESIDENT, PLEASE TAKE THIS WIN!"

On Friday, President Trump issued an executive order waiving key sanctions in the lately passed Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. It he signed into law in mid-September. Trump now notes waiving the sanctions "is in the national interests of the United States."

"Section 115 of the Graham Act authorizes the President to waive the application of any sanctions provision with respect to a foreign person, any restriction with respect to a person, and any duty under the Graham Act, subject to the submission to the Congress of a written certification that such a waiver is in the national interests of the United States and a report explaining the basis for the certification, " Trump order read.

Notably, the White House had until October 18 to implement or waive the provisions in the Graham Act.

President Trump has floated a proposed accord with Russia to purchase diesel from Russia and has pressed Ukraine not to attack those facilities as the war between the two continues.

Zelenskyy responded to the decision by Trump to matter the waiver on social media, saying, "A decision was unfortunately produced in America to completely disregard the Lindsey Graham Act. It was supposed to impose truly effective pressure on Russia to bring this war to an end. This Act could have supported enormously – and still can! But it needs to actually work, and every voice in backing of it matters."

Meanwhile, the Ukrainian President informed the press over the weekend that the White House was working to set up a gathering between him, Trump and Russian President Vladimir Putin.

Yet, on Monday, the Wall Street Journal documented that Putin "has proposed that he, President Trump and Chinese leader Xi Jinping meet next month to talk about Ukraine in an attempt to negotiate an end to the four-year conflict that would favor Moscow, said people familiar with the discussions."

"Putin floated the idea in an Oct. 9 phone call with Trump, remarked a former Russian intelligence officer briefed on the matter. That conversation additionally produced a agreement for the U.S. To purchase Russian diesel fuel and facilitate its sale on the global market, " WSJ noted. "Kremlin spokesman Dmitry Peskov confirmed that discussions were taking place over a potential meeting."

On Sunday, President Trump wrote a lengthy post on Truth Social saying his decision on Russia was "a very simple one."

"I am in the process of negotiating Peace in the war between Russia and Ukraine, and don't want to do anything that will drive, foolishly, Russia away from the bargaining table. Great progress is being created, and that includes current hostage negotiations! Signing that document at this time will do that, and I can sign it afterwards, or any time that I want! Perhaps more importantly, Russia is doing particularly little, if anything, to assist the Islamic Republic of Iran, compared to what they could be doing, and I want to keep it that way, and will, unless stupid individuals secure in the way, " Trump wrote. "Lastly, Zelenskyy is using Diesel Refineries in Russia as a target, knowing that these attacks are seriously hurting the world diesel markets, including those in the United States. Farmers, ranchers, and businesses of all kinds are suffering greatly from this, but Russia is, nevertheless, sending, at a low cost, millions of barrels of diesel to the World. Zelenskyy doesn't care, and frankly, with all of the funds that Europe is famously giving him, and that Crooked Joe Biden provided him previously, he doesn't want to end this war, and probably never did. He could have created a better agreement two years ago than he can now. His country is in shambles, a sizeable portion of his land is lost, his oceans and seas are gone, and his male population is low, wounded, and/or dead. I WANT THIS WAR END!"
